I had the same issue the best thing I did to solve this problem is I went to the restrictions tab and turned it off. I need help!! I tried your reset location thing above but sadly no joy. I can access my camera and take a photo through Instagram however rather annoyingly I cannot access any of my saved photos in an album or photo stream through Instagram.
